I had an 83 F150 XL 302 2v AOD 3.55 gears. My father purchased it new to haul a 25' 5000lb Travel Trailer. It had a trailer package that included improvements to the cooling system, suspension, electrical system, and brakes. The rear gears were 3.55s We had a load equalizing hitch, sway control (friction), and trailer brakes. When hauling we would keep it out of OD. It did the job and the truck lasted until 220k with the original power-train. It hauled from Mass to Maine at least five times and many smaller trips without any problems. Old Red would get about 10-11mpg hauling @ 60mph and 16-18mpg without the trailer. The Ford dealer did suggest either 3.73 gears or the 351 if he was going to haul in the mountains.
BTW I hauled the same trailer with a Chevy 1.25 ton ex Ambulance dually 4.10s and 454 and I didn't know it was there. You can't have too much truck when towing.

I have a 95 F250HD supercab, 4x4, 460 and E4OD and I jerked our 28' bumper pull camp trailer over Stevens in August (we have family in the Methow Valley). Even with the 460 it was a job. Let me guess, you were pegged at about 20-25 with the 351? That's what my old truck had, not much of a motor for towing over passes.
To answer the original poster's question- unless you are on perfectly flat ground or going down hill all the way, I would not want to be towing a 28' camp trailer with the 302. It will do it, but it won't be very happy about it.
My truck went 35 easily going east, and 40-45 going west, and we got 9.5 mpgs. The trailer easily weighs 5500-6000 pounds.
