Different tire sizes question

I got the tire put on, it actually seems slightly smaller than my stocks. It does seem to pull ever so slightly to that side.

What state are you in? I have a free set of newer 195/70-14's. They were kept because they thought they were 15's, and someone wanted them, but they are 14's. I'm in MA.
