AC Hooting and Temperature Control

Hi, double question here. I sometimes have that hooting noise with my 2003 XLT 4X4 4L. Did some searches and didn't see anything conclusive. Some talk about replacing evaporator box, is that right - the only answer. Kind of hoping it was a vacumn issue with some kind diverter valve getting spliced in, please let me know.

Also when very hot and sitting in traffic just a few minutes, the AC climbs amost 10 degrees right away, does this sound right. Once I get going again, drops right back where it should. NO overheating, engine temp stays steady and no other performance issues.

Both items not real bad, just seems things should be a little better. Appreciate the feedback
