Question Blown Fuse

I'm having problems with fuse (#17) that feeds the gauges, and other items. When ever I move the gear shift lever out of drive it blows the fuse. I've tried to look for any rubbing issues, but without pulling the column apart I'm lost. This is for a 1997 F250 crew with the 7.3.

Probably going to be the wiring running down the steering column. I have seen several with chaffed wires that woudl blow fuses when turning or moving the shift lever. Others may post some different ideas.
