On the page listing all the topics (threads) being discussed, near the top, on the left side there is a "New Topic" button. Click it, fill in the title (what your problem is, like "Power Seat Problem", or "Fuel Issues") then specifically list what your problem is in the body, making sure you list what kind of vehicle you have, and what you've done (if anything) to fix your problem.

That letter F in the 10th position should be a number, I believe.
