when you turn key on fuel pump should run about 15 seconds to build pressure
does it do that?
when you open fuel drain on filter with key on do you have a good flow of fuel
how are the batteries?

The batteries are new and the fuel pump is mechanical or at least that is what I have found by talking to people and calling the parts guy
I am at a total lose here I have no idea what to do now

I am not real sure but thought all powerstrokes had electric fuel pumps,on a pick up it would be on frame rail below driver door

you may get some better answers here https://www.ford-trucks.com/forums/forum170/ as your e-350 being a '98 may be more like the OBS Trucks

I would hold off on the starting fluid. Best way to kill a 7.3. Use something like WD-40 instead.

Are you getting any smoke out of the exhaust when cranking? My old mans 96 wouldnt start because the oil reserve for the Heui system was low so it didnt have enough to fire the injectors.

The van didn't smoke before when it would crank. I got my brothers computer so I am going to see if there are any codes.
