Try pushing in on the lever you pull to release the brake.
Could be the spring is not pulling the lever back, had that problem on my 86.
Turns out the rod was slightly bent and binding.
Easy fix if that is it.

Same thing happened in my '92. Apparently someone tried to engage the release lever with their foot, instead of the pedal. Wondered why I kept getting the tips of my fingers smashed when releasing.
