96 turbo

I've been having trouble with my work truck (96 250 7.3) The last couple of winters turbo doesn't seem to kick in for a couple miles after startup. Plugging in seems to decrease the time only slightly. Usually warm up 10-15 min before taking off. Will blow black smoke if you give too much throttle before it's "ready to go". Once it goes, no problem until the next cold start. Problem dissapears when weather moderates (>35-40 deg). Cannot find any air leaks going to turbo. Any suggestions?

Your issue is the EBPV it has very little effect on warming your engine up, I have one truck with it operating one without and can see no difference in warm up time. here is a link to what I used mine for on my 97. the write up is for a manual transmission application
