Are you sure you are not using metric quarts?

A metric quart is called a liter...1 liter is 1.05 US quarts...IF he was putting in 17 liters of oil, it would be like putting 18 (17.96) US quarts in his truck !!!

I know it is a long shot but did you do all your oil changes using oil that you bought all at one time? I was wondering if the quart bottles weren't filled correctly and you need to add more because they were short. But if you purchased oil at different times to do the changes, then that idea is out. Just a thought...........

Probably isn't a worry on a PSD but if you have too much oil in the pan and the crankshaft is hitting it, it will foam and may, may cause the crank to break.

Is it possible that the oil pan is aftermarket with a bigger capacity? Is one even available for our trucks? Clearance issues i would assume could be a problem.
