I had a freind looking at my engine the other day and he notice this wire (marked in red) he says hes pretty sure thats not where it goes, but cant figure out where else it would go. the wire itself has electric tape on it like its been spliced. the truck runs and everything but she does have a bit of an idle problem sometimes. if this wire is in the wrong spot could that be the cause of the idle problem?
Looks like they tied the throttle stop solenoid to the hot side of the ignition coil. It might work, but it's not right. Disconnect it from the ignition coil, and search for the wire it was originally connected to, it is probably the same color wire even if they cut off the mating connector.
what if the part isnt there? he did mention that it may have gone to some kind of noise reduction thing, if thats the case its no longer under the hood
This looks like a fast idle solenoid for an air conditioner. It is hooked to the clutch circuit of the compressor. When you turn on your a/c, it pops out and increases the idle of the engine to keep it smoother. If you don't have a/c, you don't need it. Remove it from the coil, and re-adjust the idle speed of your carb.

butterflies closed to about 400 rpm

check to see if it activates with the key

That is exactly what the solenoid does. My 77 has never had a/c and has an idle stop solenoid. The solenoid is positioned in an adjustable bracket. Once everything else on the carb is correctly adjusted, the curb idle speed is set by adjusting the solenoid. When the ignition is turned off, the plunger in the solenoid drops back allowing the throttle plates to close.
