Post Intake restriction

I just pulled off the hoses leading from the air filter box to the plastic thing between the air box and the throtlebody on my 97 F350 with 460. There are horn shapes molded into the plastic piece that would appear to be a restriction. Do these serve a purpose or should I remove the piece and saw them off.

Intake restriction

I had them on my truck and i hacked them off. Idont think they do anything. I haven't had any problems and I've heard of other people doing the same thing with no problems.
