yes, you should be fine but you will have to crank your torsion bars and do some valance trimming.

the backspacing on your wheels will also affect this as well as wheel width...i have very slight rubbing with my 32s with just a t-bar crank

My daughter put 31x10.5 mud tires on her 99 Ranger a few years ago - took off the mud flaps, but still rubs on left side (there's a brake line in the wheel well - what mental midget designed that?!?). It's a hard line, meaning it can't be easily moved, but it has rubber foam insulation to prevent too much chafing. Put ATs on it last year (replacing the mudders) but still rubs a bit on left side.

Torsion bar crank is a good idea - maybe a 2" lift as well?

You can run 33x10.50s on the newer ones but I'm not sure about a 99. I have an 04 and I can clear 33x10.50s. I have 32x11.50s on it now and no problems so far except if I hit an angled incline really hard and compress the front suspension all the way, then it rubs for a split second but no rubbing during normal driving.
