Where can I get the rubber for the dash surround? You know the metal piece that houses the round speedo. Because they are somewhat flat I'm having trouble locating. Does anyone have a source for this?

C1TZ-10989-A .. Instrument Cluster Anti-Squeek ~ Parts catalog sez: improvise
Here's a coupla ideas: Cut a piece of vacuum hose to the correct length, then splice it down the middle...weigh it down till it's flattened out, then install it.
National Parts Depot (NPD) list in their catalog the 'speedo to dash' seal, no pic's, does not indicate whether it's for the sweeping or round speedo. I prefer purchasing from FTE sponsored sources, however, if unable to locate may want to give them a call and inquire (800-874-7596) the catalog I have is fairly current, list for the 61-66 seal $5. NPD part #: F-17310-3.
Another option, caulking material, comes in strips and I have seen it in local auto parts stores in either black or grey, or something simular.

If FTE sponsor NPD (link on this page above-column left) lists it for 1961/66, that's gotta be the correct seal, because the sweep speedo wasn't used prior to 1965.
Caulking material = another name for it is: dum dum.
Here today, gone tomorrow. Not sure whether or not NPD is FTE sponsored, if not, seemed to recall at one point they were. Could not find the seal in LMC catalog, sometimes it's matter of using the correct term in the search field. Obviously want to support businesses who sponsor FTE while at same time getting quality for the buck. If sponsors don't have what you are looking for then it's a matter of browsing the various online Ford parts suppliers and hopefully find what you need. If not, then as number's mentions, it's a matter of improvising, thus you come up with 'vac hoses' and 'dum dum' material.

also # 49-6204 year 57-60 $3.95
Is there a difference besides price?
