What does this pertain to? Where have you heard this phrase used? The qustion is too vague to determine what you are really asking about.

It's funny how our brains work. I looked at your queston and I see the phrase "Initial RPM". In this case to me "initial" takes the meaning First or Primary. I already know what RPM stands for so I'm wondering what in hell is he talking about.. Primary RPM? If you had included the letter "s" at the end of the word "initial" then I would have understood your question immediately... "what do the initials RPM stand for?" Sometimes it so hard to communicate over the Interweb..
