i keep reading about the fuel bowl heater being run by under dash fuse #30. My brother in law suspects he may be having a problem wiht the fuel bowl heater. However he told me that according to his manual fuse #30 controlled the high beam headlamps. After downloading an owners manual for a 2003 excursion, he is correct. fuse #30 controls the high beam headlamps. only fuses i could guess may have somethning to do with fuel heaters are:
ford book says central junction box # 30 which I believe to be under the dash panel extreme right set of fuses 1 up from the bottom. Failing that IT IS a 30 amp fuse which means I believe green in color . at this point, I would look at all the green fuses marked 30 under the dash using a good strong flashlight.
on my '00 it also runs the PCM, wastegate and the IDM
head lamps are under the hood in the other fuse box, book says they are 10 amp, 1 for left 1 for right fuse positions 9, 11 and 13 with 13 being the 30 amp
Once he finds the fuse, don't let him forget to unplug the heater before he tries to start it. Out of the fuses you listed first I would guess #105 IDM. Good Luck.
i am pretty sure that the fuseboxes changed between 2001 and 2002. i have two 2001's and my buddy has an 02. his cigarette lighter fuse was blown once and i was gonna give him one of mine but the fuseboxes and the fuses were totally different. i will send this to him. He just joined FTE (cracker73) so he is trying to get involved, he's not a big internet user so i ma trying to help him along.
Fuse #105 is for the fuel bowl heater on a F250 diesel truck, can't imagine it would be any differant on the Ex. I don't see anything for a diesel on the Ex manual.

Yes, the 01's and older had the Power Dist. Box under the hood. 02's and newer has all the fuses and relays under the dash.
