Emergency Brake problems

Emergency Brake problems
Hi
This is my first time posting,so hello everyone.
I have a question.First my emergency light stays on all the time,i had read in some of the other posts and got some info on that,but now my question is my emergency brake pedal is getting stuck at the top and wont let me mash it down.I have a 5 speed ford explorer 2001.
Could some one help me figure this out.Thank you
