Low boost, where do I start?

There are 6 of them, 4 going to the IC, and 2 at the bottom of the spider in front of the turbo. If they are full of gunk take them off and clean inside and outside, and make sure there is no tears or holds in them. Also check your up-pipes going into the babys butt in back of the turbo for leaks. If there is a leak there you will see black soot around the flanges.
Do you have a OBA? With the DP you need that to get your truck from defueling at 22#s.

the couplers are rubber boots with clamps on them..just do what Rick posted above.....here is a pic of the spider..my boot are black..your may be blue..but the 2 you see and under that spider is 2 more..the last 2 are down by the radiator..

Gaskets at the bottom of the up-pipes?? Not on my 2001. Flared metal flange on the uppie to spherical type flange on the manifold. The up-pipe will take a set when tightend. Short of cleaning the two surfaces and trying to get them to align perfectly as before, I think it would be tough to rework this connection w/o a new up-pipe.

I still haven't checked for boost leaks, but I unhooked the wastegate line to verify it wasn't an issue and I still only got 22psi, but when the converter locks it would pull up to 25psi. I would think with the wastegate line off it would make 30psi or more so I guess I better start checking for leaks

Well all the couplers were pretty tight, I was able to get a full round or 2 on a few of the spring loaded ones but I don't see how they could have been leaking. The passenger side up-pipe has a slight amount black soot around it, but how in the heck would you possibly get up there to replace the donut gasket? Pull the motor, lol.
Also there's a slight amount of soot around the connection from the up-pipe to the manifold like I said earlier, but it looks like those bolts have been in there forever and they aren't gonna do anything without them breaking.
Slight soot around the downpipe to turbo connection too, but would that cause a loss of boost anyway?

How's your air filter look? Regardless, any amount of soot around the up-pipes is a boost leak. Truthfully, your stock turbo is only good to 25 psi anyways, so you're not missing much. I know, it'd drive me nuts too. I'd look at doing the uppies and check your turbo for any shaft play or chipped blades.
