My sugestion? just take the bumper off. It's a lot easier than it looks. There are 4 large bolts (2 at each tow hook), and two small bolts (one at each lower corner, inside wheel well). Once the bumper is off, turn it over and remove/replace your foglights...simple as that. i have had my bumpers off many times, and it's really quite simple.
I installed fogs in my '05 Ex and left the bumper on.
I simply reached in and removed the bolts that hold the brackets to the bumper...then removed the pin that held the light to the bracket. At least on an '05, the lights do not fit through the opening. I may have had to also remove the adjusting screw...but you' ll need to adjust them anyhow before driving. It's easy to reach into the opening to put them together/take them apart. And...one person can do it.
Light with brackets don't fit out the hole so remove the bumper. As stated it is very easy and can be done as an easy one man operation, done mine several times.
