Around here the fuel suppliers are recommending a B5 initial few tank fulls as this will still clean the fuel system out but it will come off in smaller chuncks and make it through to the main filter up front.

Still, if he is 3 weeks away, why not wait and do it then so he can go full bore to B100 if he wanted to instead of hoping that it won't clog up the in tank filter and you have to drop the tank befoe you are ready?
God I hope so.... I dont think I have it before adding a tuner or new exhaust... could these have contributed? Could it be a rear main seal leak?
So the obvious choices are Turbo pedestal or EBPV or rear main seal? any others?
It seams like its coming from the starter area or from the TQ converter inspection cover. Those are the only 2 areas really.

Could it? Yes. Likely? Not even close. Rear main seal leaks are VERY VERY rare.
Could be your HPOP too. We can't say from here but I suggest you break out a few cans of engine degreaser. Clean the engine off in the valley. Run it for a bit and see where it leaks from.
On the AG fuel thing, they don't fine you for the that tank of fuel, it can go to how long you had the vehicle and the miles you put on it from day one. They figure you've doing it since you had it.
