radiator question?

I noticed today that the lower radiator hose does not get hot. The upper hose is hot and the temp gauge shows normal temp. Is it normal for the lower hose to be cool? 30 degrees outside and 50 mile highway drive.

Lower being cold meens your rad is working, the cooled coolant mix enters the engine block via the lower hose.
