look in the engine bay near the center back of the engine on the firewall, there is a vacuum tree. look for a small white vacuum line that goes to the passenger side into the cab near the passenger hood hinge and heater box. that line usually breaks. it is the line that supplies the vacuum signal for your heater controls. if the heater controls do not get vacuum, the only place air will come out is the top defroster ducts.
I am having the same problem but I can change the air flow from defrost to panel and it works but when I change to floor heat it blows from defrost only. Could it be the same vacuum issue?

No. Your symptom is of an individual mode door that is not being positioned properly.
Likely to be the FLOOR-PANEL mode door vacuum motor or its actuator, the control unit (whether manual or electronic), or the vacuum harness.
