Inline six timing problem

I have a 300 in my '78 E150 which I know is a replacement engine. It has been bored out (030 bore, whatever that means). It has a Schneider 256/262 cam and Cloyes performance gears. It has a Carter 1bbl carb (remanufactured) and stock intake and exhaust manifolds. The head has just been rebuilt. To get the engine to idle, the timing must be advanced 30 deg or more. Schneider says that the timing should be 8 deg BTDC. I was advised to set the timing using engine vacuum, so I hooked up a vacuum gauge to the intake manifold and cannot get the engine to make more than 13" (and the needle bounces between 6"-13"). Schneider says that I should be making 17". The valve timing was advanced 4 deg by the guy who built the motor (I'm not sure how that is done, or, how it was done). I have sprayed carb cleaner and WD-40 around the manifold gasket and the carb mounting gasket with no noticeable change in engine RPM or vacuum.

Any ideas?

Sounds like you have a serious problem here. I recently just rebuilt my I6. First off, 30 over bore is how much they, the machine shop, took out of the cylinder walls. In other words they increased the diameter of the cylinder. This is done to make the cylinder uniform from top to bottom of the stroke. Second, Correct timing as the way I was taught, is done with no vacuum. You disconnect the vacuum line to the distributor and plug the end with a golf tee. This stops the vacuum advance. You then idle the motor down to 700 rpm. This stops the mechanical advance. Know shine the light down there and see what you get. Third, I am guessing your engine builder advanced the valve timing by either alining the timing gear set one tooth off or using an offset keyway. Either way it was done I don't know why it was done. I hope this helps.
