Removing tailgate lip

i was wanting to know how to remove the tailgate lip on a 86, its an aluminum piece that sits on top i beleive it has rivets im going to get it painted i think it would look a lot better with out it,

I'm sure it's rivets or screws. I don't know if the one I had was factory or not, but it was held on by screws. It kept getting ripped off, so I just left it off.
