Whining down the road

O4 EB Expy sounds like a howling dog!

I have a whining noise in the truck when I am going between 35 to 45 MPH. I have 43000 miles on it. I changed out the Contis with some Bridgestones thinking that was the problem. Well it is only getting worse. Once you get over 45MPH it fades away and is nice and quiet. Can anyone help with this? It is driving me crazy.
Thanks Guys.

When you let off the gas it does stop. Press on gas whining starts. If it my gear and pinion how much will it hit me for?
