I am currently working on a similar problem. My '98 lost headlights about 3 weeks ago as it had been showing intermittent signs of them going at at the turn signal/emer. flasher/washer-wiper/flash to pass switch. If I jiggled the turn signal arm, my lights would sometimes work, sometimes not. Eventually it became a NOT. I took the steering column cowling off and then removed the two torx screws which hold the turn switch unit in place. I removed (carefully) the wiring harnesses (there are two attached to it) and then used the Haynes manual for 1997-1999 Ford trucks/SUVs to test the switch and its various positions. I found that the signal switch was bad and I replaced it. NOW, I have headlights again, but lost my turn and emergency flashers. I found that I had loosened a wire in the upper harness/pigtail that plugs into the turn switch. I got a new pigtail from Ford and rewired the new one exactly as the old one. I still have no turn or emergency flashers. I checked fuses initially and all were ok. The only thing left that I am going to check is the electronic flasher unit which is mounted to the right of the steering column under the instrument panel. I started looking last evening, but it got dark before I could do a thorough check. The manual also says to check bulbs, but that's probably not your problem either. Find that electronic flasher and replace it and I bet you'll solve your problem just as I likely will.

the delay of the wipers was erratic and
if you turned on your emerg hazards,..they may or may not turn on,.or may stay on and not blink.
the ford dealership said it was very common,..
However,..i didnt actually have a prlbm with the turn signals or the headlights,.......yet.
after the new multiswitch was installed,..everything's been peachy.
I replaced the switch and the wiring harness on my '98 F-150 as I noted above. However, the new switch was a new manufacture from Ford to replace the OEM switch. As it turned out, when I rewired my lights at the pigtail that plugs into the new turn signal switch, the switch wiring was changed. Thus, when I put the wires back exactly like they had been in the original pigtail that plugged into the OEM switch, everything worked EXCEPT the turn and emergency flashers. I had to diagnose the wiring and rewire the pigtail/plug to adapt to the new Ford turn signal switch. There was nothing wrong with the flasher or bulbs on the vehicle. Just make sure you check with Ford when you replace an electrical part to ensure that the wiring to any electrical item they have remanufactured hasn't changed from what was originally wired in your vehicle!
