Bad computer???

I am working on a 1988 ford f150 with the inline 6 cyl engine and a manual transmission for a friend. The engine will crank but not start. There is no spark and the fuel pump is not running. He replaced the fuel pump,the dist cap,rotor,plugs, and plug wires. I tested the ingition coil and it was fine. I also located a bad ground wire running to one of 2 relays on the left side of the engine compartment. (think it was fuel pump relay but I'm not sure.)I tried to retrieve codes according to the repair maual, but got nothing. the CE light didn't flash at all, and I got a constant 4 volts or so on my meter. I am thinking the computer may be bad but am not sure, this is the 1st ford truck I have worked on.
does anyone have any suggestions on other things i could check? or maybe a way I could test the computer to be certain? The manual is a Haynes manual and it is pretty vague on the subject, because it covers from the early 80's through '96.

Bad computer???

Does this truck have single or dual tanks? The computer has nothing to do with the fuel pump operating circuit. All there is in the circuit is the inertia switch and the pump relay. The inertia switch is located under the drivers side dash to the left of the clutch operating linkage on the firewall, it may be tripped. As far as the no spark condition I would first suspect the TFI module on the distributer. They have a questionable reliability problem. Oh, by the way, if you have dual tanks, you have three pumps, one in each tank and an in line pump in the frame rail on the drivers side.

It sounds like from what you describe that the EEC relay is dead or the wiring to that relay is the problem , The EEC & Fuel Pump Relays are located next to each other .

Thx for the replies. The module on the side of the distributor has already been replaced. It does have 2 tanks but one has a hole in it and is not used.(Already checked to make sure it was set on correct tank.)
Is there an easy way to tell which of those 2 relays is which? There was a badly corroded connector on one of them. It fell out of the plug when I touched it. I soldered it back together, but it may have just fried the relay when it failed. I'm Pretty sure it was the ground wire. unfortunately the wiring colors in the truck don't seem to match what is in the book.

If it were mine, and I have a 90 F150 about the same age, I would just go ahead and replace the EEC and fuel pump relays after making sure their connectors/grounds are clean. This will only cost you about $50 and its good insurance.
