I'd say yes the second number in code is year . Center section is codes . Last 3 are ??? But I have used ones that close before. Hey the 86-93 didn't have many changes .
86's have feedback carbs, so NO it won't run your EFI 89. But the "E7TF" number has me thinking it's not from an 86... Do you think your 89 computer is bad?
You should be able to run almost any EFI 300 computer, as long as it's bank fire, speed density.
I'm running a 95 351w E4OD computer temporarily in my 79 F-150. It's got an 88 302 EFI and a C4. Amazingly no CEL with the missing electronic tranny!
I remember my 86 I6's computer saying FBC (feedback carb) on the label near the part number. The EFI ones I've been using in my 79 say EFI and SD. That might be a way to narrow it down some...
I just had to buy a new computer for my 86 F150 5.0 EFI. The one thing I took away from every parts guy I spoke with is the the 86 computers were specific to that year...won't work in another year...another year won't work in an 86.
Yes, I was told by a mechanic that did me a favor and came to my garage, he said the voltage output to the injectors was very low. He stated he was 85 percent sure it was from a bad computer.
I am still not so sure myself but this guy is certified and has many years of experience, so I keep my fingers crossed.

The mechanic strobed 12 volts into the unit and got it to run...but really poorly. idles ok...bogs temporarily under load...and a good amount of black smoke.

The computer doesn't control the positive side of the injectors, only the ground. They should be getting 12v with the key on. On your 89 they should be powered by the EEC power relay.
As for the part number, the center number simply means "computer, ECM, PCM, whatever". Every Ford computer I've seen, from my old carburetued 86, to brand new ones in the '00s, have this center number. The first part of the number indicates the revision year and model. The last part indicates the specific version of the part.
But...I've installed many new parts straight from Ford that have newer or different part numbers, so I wouldn't go by this alone.

Also I think your mechanic needs to get another profession or go back to school, as he does not know the fuel injection system used on Fords.
You check the TPS? If the TPS is shorted, i.e. sending 5 volts back to the ECM, the ECM will think the throttle is at WOT. During start, the ECM will not fire the injectors if WOT is detected. I'm not sure if the intent here was to alleviate flooding, or to provide a diagnostic test for the injectors to see if they're leaking.
I won't say it is the TPS, but I do know my '92 will not start if I hold the throttle on the floor. One of those "whodathunkit's"

As said earlier...original owner said he drove it fine ...then parked it...sat for a bit...and problem arose, but I love the truck...refuse to give up and this site is the best ever for help and knowledge base in my opinion. Your all being a great help to me.
Take a long screwdriver and put the end on an injector and the other end to your ear.
Have someone crank the engine and see if you hear a clicking sound.
Injectors are very noisy and if you do not hear them check the small black wire with a green stripe that goes to the negative post of the battery.
