2001 explorer steering vibration problem

2001 explorer steering vibration problem
replaced ps pump about 5 months ago. Reved engine to 2500 rpm and turned wheel lock to lock. It reduced vibration but vibration came back shortly and now it vibrates just as bad as before replacing the pump. I thought air would eventually work out of system but it hasn't happened. It is not a 4 wheel drive. Do you think trying the vacuum pump process would get the air out if getting air out is the problem I'm having. Could I possibly have rack and pinion problem instead of air in system?
