Most people seem to return them for a full refund.. I think, from what I've read, it's like 10% of the people who used them actually think it, or they (some models take two I believe), was worth it.
There are plenty of discussions around the Internet on these things, and plenty of discussions in the "Aftermarket products" and "Performance" forums of this site - look there, and do some searching, and I guarantee you'll find good conversations on them.

There was a gent that dyno'd one in another forum I belong to and on a 550hp Chevy 350 it gained 3hp on gasoline and lost 2 won alcohol. Thats a 0.006% increase. I never asked him, but i'm wondering if that falls within the accuracy of the dyno...
