Exactly what are you calling "romp". This is the first I have heard of it.
On cold mornings (zero and below, but for some folks at warmer temps) first thing starting (with no block heater on) the truck will make a romping sound and the idle will fluctuate. It sounds like the word ROMP (say it five or six times in a row - you'll get the hang of it ).
Most folks solved the "romps" by going to 5-40 syn oil (I switch over in the fall, others just went year round with 5-40 syn). It seems that it is when the oil gets thick enough, due to cold, the injectors don't get adequate pressure from the hpop until the oil warms enough. When my truck got the romps, it was a god awful noise...that is why I switched to 5-40 syn.
I am going to rebuild my IPR this week, even though I don't have the problem any longer...Hope this helps?
Its when you first start the truck, usually in colder weather, the idle jumps from 1 to 2 thousand rpm's untill it warms up a little or I step on the throttle. Apparently not all of them do this. So for so good with the IPR rebuild!
Mine does this also when its cold every once in awhile... I thought it was normal.. Whats the down side of the Romps?? Noise never bothered me, its not even that noticeable... just does it about 2-4 times and its fine.
mine is a Montana truck and it does it around 24 deg or below (not plugged in)
will change to 10-40 before it gets to cold and hopefully it takes care of it.
still wondering about the IPR. its rebuildable? flea-bay? what does it do. never mind I will search.

Be sure your 10-40 is rated for diesel.. CG-4/SH or higher.. I think amsoil is the only company that makes a 10-40 oil rated for diesel.. Suggest using Shell rottella 5w-40.. for your cold weather.. it will not romp.
but do you get below 50* ? mine has romped since i bought it below 35*. didnt know there was something wrong
Clear down to well below freezing, hard frost on the windshield, sea level to 6000 feet.
Doesn't matter temp or elevation. ZERO romping.

I am wondering if some of you guys are considering the motor idleing up when parked as romp. mine speeds up the idle periodically when its cold out, but run perfectly smooth doing it.
freaked me out on my 99 the first time it did it. I was sleeping in the back seat, with temps around 0 I left it idleing for the night, I was awakened by what sounded like my pickup taking off! I jumped up and realized no one else was in there w/ me, laughed and went back to sleep.

I wonder what/why the differences? I have ran synthetic since 1000 miles on my truck, and I have always had that romp first thing.....
