i have an 98 f150 with a 300/6 and when i had it at the shop today i noticed the small pipe from the exhaust (that goes somwhere up into the engine bay) was rusted off. the guy at the muffler shop said just to cut it off and plug hole in the exhaust with something (weld it) and just leave the pipe hanging .
well if it is what i think it is don't cut it off and plug it. it is the EGR pipe going from the exhaust to the egr valve up on top in the back of the engine. if that is what i think it is, the mechanic is WAY wrong and shouldn't be working on other peoples cars
The pipe might also be the secondary air coming from the AIR pump to the catalytic converter. Its supposed to help the cat burn up excess gas until engine warms up. Not all trucks have this.

It's most likely what Skandocious and rikard said, but it is there to cool the CAT at idle or low speed it is needed though, and your truck will run fine without it.

the older trucks with carbs worked that way the newer ones
with F.I. use the setup as descibed
the tube going down to the converter comes from the air pump
not all trucks have the air pump pipe to the converter
some are routed to the back of the heads
on a lot of the older trucks you will find them
routed to the exh. manifold with individual connections
at each cylinder
its easy to look at all these pipes and not be sure
of which one does what
