Metal Prep is a acid mix with inhibitor. It attacks rust and not bare metal. It also has Phosphoric acid which enhances paint bonding.
Works pretty good if you use a wire brush to remove all of the loose stuff prior to treatment. The biggest problem is you must completely nuetralize the acid with water or it will just keep eating away the metal, even under the paint.
