1. The transfer case must engage power to the front driveshaft.
2. The front hubs must engage the axle shafts to the wheels.
Therefore, if the front hubs are manual and they are unlocked, turning the ESOF **** to 4X4 Hi will cause the transfer case to engage power to the front driveshaft which turns the axle shafts via the front differential but no power will be transfered to the ground through the wheels since the hubs are unlocked.
On the flip side, if your manual hubs are locked but you are in 2WD then the front wheels will spin the axle shafts which in turn spin the front driveshaft but the front and rear axles are not connected to each other via the transfer case. While you will be able to make sharp turns on high traction surfaces, it is generally not a good idea to drive in this state at high speed for an extended period since this wears the universal joints out a lot quicker.
