I blew a turbo about 3 months ago, installed a new stock turbo, didn;t have the money for a nice one at the time...I am experiencing turbo surge agian! WHY! do I have top buy a nice ported turbo to stop this or what? i can't afford to blow turbos every 6 months!

There's your problem. It's not that turbo is BAD...it's just not designed well for these engines....especially tuned or modified ones.
Every turbo has a compressor map, which is basically a plotting of its efficiency range at various boosts, etc... if I understand correctly. On the right side of the efficiency range you have the choke line (max boost you should run) which is often considered to be 25 psi on the stocker. On the left side you have ths surge line, which depending on your RPMs and load and such, you can get outside of the efficiency range and cause surge. It usually happens at somewhat lowish RPMs, as in say 1500-1900, and usually with a load, like going up a hill or towing/hauling.
Only real fixes are to bump up the RPMs by downshifting, or to change the turbo in some way (different turbo, change the compressor wheel, change the compressor shroud/housing, or change the exhaust housing). These will all effect the efficiency map of the turbo and will result in less occasions where surge will occur. I experienced surge with mine back when I first bought it, but installed an ATS housing and have never experienced it since. Others will change to a different exhaust housing or the wicked wheel, which are other good options.

IMO I also like the GTP38 better then the TN as well. Other people experiance surge with them but I have yet to see it in person.
GTP38 wont do 40psi on stock sticks nor will it make 290 w/o a chip. Bigger turbos do you no good unless you have more fuel to burn, no chip then no extra fuel-same hp as stock.
... Not sure who does your tuning, but there was a truck at the live tuning session in CO that could surge his 38r "at will"
DP Tuner tried everything to get the TN BB to surge, but its not possible. Too much porting. If he does your tuning, call and get his recommendation ...
That's exactly what my turbo surge analysis showed, which is why I recommended the TN not the Garrett, especially if you plan on towing at altitude!
