I cannot say for certain on your truck, but on my little Escort, there is a schraeder valve on the fuel rail near the injectors. Looks just like the air valve on your wheels. Remove the screw off cap...close your eyes...and press down on the needle.
Leave your truck sitting overnite and change the filter the next day, the pressure will bleed overnite and none will spill. That is the easy way to do it. Or try the schrader valve but be ready to catch some gas, and have a fire extinguisher handy just in case, be SURE the engine is cool if you try the schrader or you will need the extinguisher.
When you remove the filter there will still be some gas dribbling out so be ready to catch it and again keep an extinguisher handy. You might need to plug the line since the tank is usually higher than the line so it will act like a siphon and may keep dribbling.
Not sure on a Ranger, but a lot of the Fords have these funky fuel filter locking clips. If your ranger has them, you will need a removal tool. They are about $5 and most stores will have them. Usually come in a set of 3 or 4 different sizes. I don't think you can remove the filters without one of these.
