2001 F350 7.3 PS problems

2001 F350 7.3 PS problems
Power steering worked when truck moving. Would not work when truck still.
changed pumts (2) and had no PS or brakes. bled lines and even put old PS pump back on. Still the same. No PS and no brakes. Any suggestions
