Long story short,cant get rid of CEL.Code 161&141.Done all the trouble shooting I can think of and replaced sensors .MAF sensor, injector orings,vacuum lines,pcv lines.4 cans carb cleaner,propane tank trying to find vac leaks.MIL eleminators.Its been on ford dealers computer and I've run through the ford trouble shooting flow chart.It idle's at 1100rpm at startup when its cold or cooled down and idles 600 rpm in gear.I've cleaned the idle air selonoid.Cant FIND ANY REASON FOR this.Nobody I know has any more ideas.Hope someone here does.If I've left something out here.its probably been done just dont remember it
1) Improper idle. Replace the IAC valve. Cleaning them often doesn't help. Reset the PCM to force an idle strategy relearn.
2) Heater circuit fault for both downstream O2 sensors. Since we don't know the history or sequence of events, I'd first suspect improper MIL eliminator installation (incorrect wiring), especially if the fault codes first appeared upon installation. If the installation of the MIL eliminators was an attempt to clear those fault codes, it was a wasted effort since those devices are unrelated to the circuit that is throwing the fault.
If there are other issues (a lot of the described work cannot be correlated to your fault description), you might want to fill in some details. Somewhat in the dark, here...

First the cel came on code was r/side lower 02 senser.Bought one and replaced it and at the same time replaced plugs and cleared code.couple days later installed new exhaust.Gutted primary cats,new hi flow cats x-pipe and mufflers cel back on again saying both sides 02 sensor bad and a code for running lean,This one did last long.Relaced them again.CEL back on again couple days later.Found and replaced bad vacuum hose's.Cleared codes and back on again.
Had a mech at ford dealer hook it up to there computer to see if hee could find something.MAF was reading elevation at 2200ft.We are at 250ft.told me to take the aftermarket 02 sensers out and replace with OEM.Mech said get MIL eliminators if CEL comes back on.Flashed computer.CEL off for couple days.
Got the T/S flow chart from ford.OHM all wires both sides.Good.Nothing problems found to indicate a wiring problem.
Replaced injector o-rings thinking one might be old.I took the fuel rails off to make it easier to replace plugs
I think thats the whole story.Chew on that for a while

FWIW, there are no codes that say O2 sensors are "bad". All codes are starting points for troubleshooting.
Other than that, I'll stick with my earlier guesses. You can reinstall the stock downstream O2 sensors and see if the heater codes go away (ignore the catalyst inefficiency code since you have gutted cats).
You made so many changes that a dealer here would boot you out the door with that situation. The techs usually often are not good enough to sort out 'custom' problems let alone finding some harder problems on unaltered cars and trucks.
List the codes you have now and stop with any changes until they are all addressed.
Lean codes are not the O2 sensors, in most cases.
You now may have more than one issue to solve for. This is what is causing the confusion.
The new cats may or may not handle the front to rear sensor ratio reporting very well and result in codes to that effect. If so, you would have to ignor those codes unless you can get the mill eliminators to work .
