this actuator goes in and out at 1/3"/sec.....kinda slow but i dont really mind it taking just shy of 3 sec to shift...

im not sure how much its going to take.....but i can take the ball and spring out of the case on the shift rail to make it easier since the actuator will be holding it in place....whatever it is....im sure its less than 200lbs...

people keep telling me they go away from electronics.....but i really dont see the unreliablitly of it...just 2 wires going to it...they even have a rubber boot that goes around it and protects...it...

How about a tilt cylinder off an outboard motor, I'm sure you can find a boat mechanic that has some laying around. It would be waterproof as anything you can imagine and some have the travel indicator for the boats dash, You could change the face on the gauge to indicate 2 wd, 4 hi, 4lo instead of the trim angle!!

id rather use.....the one i posted....its more compact, and has the right stroke....

whats the best way to use the full 1" stroke of the actuator but only have the shift rail move the .9"

Bell crank with a pivot slightly offset. It will work like a rocker arm. The longer the arm after the fulcrum, the greater the lift with the same amount of stroke. The same is true for the opposite.
You could easily make up a "Z" bar, or a bellcrank assembly to accomplish this.
However this adds more linkages and moving parts.

yeah i was thinking about somthing like that....

It kind of looks like a trim unit from a 40 hp Yamaha!! I'm sure you have a boat junk yard or mechanic near you since you live in Fla too!! I would stop by and take a look.
