take it back to the person who did it and make them fix it. If they did the carb, and you installed it, what did you do when you changed out the carb. If you installed it, did you adjust it? Do you know how to adjust it? Did you read up on adjusting it? Do you own a haynes or a chilton manual?

Sounds like a simple vacuum leak.

I added some periods so I could understand what you were typing.

No, a Haynes will not tell you where your vacuum lines go. You should have a sticker on the hood that shows where everything goes. (assuming you did not throw away all of your emissions equipment) When you replaced your carburetor, did you bother to change the EGR spacer to intake gasket, carb to spacer gasket, and check your EGR valve for vacuum leaks?

You need to:
1. Verify all of your vacuum lines are hooked up correctly.
2. Use an unlit propane torch, or carb cleaner to check for vacuum leaks. Check all hoses, and around the carb.
3. Check and adjust your timing
4. Re-adjust your carb. Gently screw in both needle and seat screws under the bowl, and back off 1 1/2 turns. Buy, borrow or aquire a vacuum guage. Turn the screws out a little bit, listen to the motor start to run better and watch as the gauge should read higher. When it stops moving higher, move to the other side. using this (incomplete) method should get your carb close to where it needs to be. Your exhaust should not stink or make your eyes burn. Do a search on carb adjustment if you want to get it spot on.
