00 Explorer- installing tow package

We just bought my wife a nice used 00 Ford Explorer XLT 4x4 that supposedly has a factory installed tow package. However, there is no wiring connector in the back of the rig, maybe someone took it off for some reason? Regardless, I'd like to set it up so we can pull our 2 place open snowmobile trailer. Some of the hitches I see say "minor modification required for 16" spare"- does anyone know what this minor modification is? Also, where is the connector that will allow me to install a trailer light adaptor? Any help would be appreciated.

On my '99, the connector was to the left of the spare tire and had a red nipple-looking cover over it. Hard to believe someone would remove it.
