I had the same problem as you, high only and nothing else. I have a 1987 F250 Diesel. There is a governor between the switch and the motor. Mine is between the light switch and wiper switch behind the dash. They aren't listed in auto parts at advance auto or autozone. Even Ford doesn't have much info except they cost $150.00. When I asked where it is, "in the dash", where, in the dash was as close as they come. I got one at a "auto recycling yard" for $15.00.
