Here's one for ya . . .
My Horn works when the ignition is off, but when the ignition is tuned on the horn quits, I did some voltage readings and they are the same either way so I assume it's a ground issue.
Anyone ever hear of this?

I'm not sure if your year has them there is a part in the steering column called a clock spring that may be your problem. That truck of yours must have been treated very badly by the PO you are always on here posting problem after problem. Hang in there and fix everything right and it will pay off.

This truck is in very rough shape, I will be replacing floors in it very soon. the last owner did cab corners but instead of cutting out the rotten ones they just tacked the new ones over top. I'll be removing them in the spring an redoing the body work.

O.k. I pulled the wheel off and found a little plastic piece thats supposed to hold a spring loaded pin that keeps the wheel grounded, well one side of the mechanism was worn away so I MacGyvered it up and now it works fine.
