same place you would get a 390 crank, both engines are
from the same "family". Basically any auto parts store.
Keep in mind that if you put in a 428 crank, you'll need a 428 flexplate/flywheel, too. The 428 is externally balanced via a weight on the flexplate/flywheel.

You don't need a new harmonic balancer. Only the SCJ 428 had a counterweighted balancer. All other FE engines, including the 410, 428, and 428CJ, use the same harmonic balancer.
428 crankshafts are not typically available from your neighborhood Pep Boys or AutoZone. Any good machine shop will know where to get one, though. You're going to need a machine shop, anyway, so find one now that knows FEs. If they're any good, they'll probably have a few 428 cranks in the shop that they'd sell you. If not, they'll be able to get one.
