cruise control problem

On my 98 Navigator, the cruise will set, but if i got up a hill cruise control will not raise the speed, and at a point will turn off
it works fine when no extra load is being placed, but when the load increases cruisce control does not compensate?
what should i look at first
thanks
matt

Cruise is working properly.

Sounds like your engine is running like a dog or your gearing is too tall.

With the cruise control on, will the transmission even downshift?

Try turning off the O/D and then setting your cc. Does it make it up the hill any better?
