On your alternator there is a wire over to the red+ side of the battery and a primary connector right there on the black - side is a clamp... from the negative - side there are several places where the battery is grounded to the fender, frame and motor.... if not you need a good solid ground to all three!

You problem is starting to sound like loose connectors or broken wires in the steering column

I would say the battery ground cable to the block needs replaced. Had the exact problem on my old bronco. If you ohm out the wire it prob. has very high resistance. Swap it out and i bet it will start.

i took the starter off and had it tested. The guy at the parts store said that it was good, but they could not test it under a load. Is there any way of testing the starter while its on the vehicle? i tried shorting out the selenoid, but dont get anything, which could be caused by the bad ground. i would just like to eliminate 1 thing at a time. Please keep the suggestions coming!!

Use a pair of jumper cables, and connect the block to the (-) side of the battery - that'll ground the block and complete the circuit - after that, shorting the big terminals on the solenoid/relay on the fender, it should turn over or at least try to. If it doesn't, there's something wrong on the positive side. Or the battery is dead.
