E brake concern/problem

E brake concern/problem
Hi,
I have a '94 F450 7.3L Turbo Diesel with a 12' flat bed. The emergency brake is up front towards the engine. I think the parts guy at the dealership said it was a tranny E-brake?? Anyway, I thought the cable was snapped because the pedal just went to the floor and would not activate my brake. To make a long story short, I replaced the cable and noticed the cable yoke that attaches to the brake under the truck. How far can I turn that yoke before it starts pulling the brake? There is already quite a bit of tension on the cable when attached and even with the new cable, my foot goes to the floor and I don't get any brake. By the way, we had to have the entire e-brake assembly replaced a year or so ago because it just froze up.
