96 F150 brake problem

Hi, I have a 96 F150 4x2 with rear ABS.The brakes on this truck have been a pain since I bought it in '01.My problem is 90% of the braking is being done by the front brakes.It's had all the lines replaced,new wheel cylinders,3 sets of disc pads,2 sets of rotors and the rear shoes are still original after 107k.I have the ABS module and valve both disconnected.This truck is a nightmare to drive in winter as I have absoulutely no idea where it will go when I step on the brakes.

All of the parts are OEM Ford or Bendix not white box junk.

I'm to the point of considering swapping a master cylinder and prop valve from a dent side because the non abs dents I've owned could be controlled on a snow covered road.

Any ideas? Thanks in advance.

I've found that the rears do much more work when you keep them adjusted properly. I just did the rears on the Bronco about 20k ago, and they're at about 60% left.
