fuel psi question

I get 25 psi idling.
30 psi going down the road.
32 psi koeo.
Is this OK? I have changed the filter and fpr. I am getting a 41 code and the engine is a little sluggish upon acceleration. Any help would be appreciated.

Specs are 35-45 KOEO (ground fuel pump test lead so pump runs continuously) and should drop ~5-7 psi when engine vacuum is applied to the regulator. 25 psi at idle seems a little low, and 32 KOEO sounds low, too. Low fuel pressure could cause a KOER and CM 41.

Changed the fuel pump and the pressures stayed the same. Changed the regulator and pressures stayed the same. I did not change test gauge as it was new. Pulled the O2 sensor and tested it, failed. Replaced the O2 and that seems to have fixed the problem for now. Never got a hard code just a occasional soft code.
