I believe that light trucks fall under the same standards as passenger cars. I'm pretty sure that 67's came with factory lap belts. I have parted out a few and can't remember any that didn't have them.
It may not apply to trucks though. It says that all passenger cars were required to have shoulder belts as of Jan 1, 1968. Light trucks were not required to have shoulder belts until the late 70's.
I'm far from expert in early Broncos, but I know a little about seat-belt laws...they vary widely from state to state. Here in California, the last I heard was that '67 and older passenger cars and '71 and older light trucks weren't required to have them, but you were required to use them if your vehicle was so equipped. And for those of us who conduct business on a military installation, the DOD doesn't give a ****...you have belts or you don't drive it on base.
