I am sure that by asking this question it means I shouldn't mess with the engine programing but is there a tool or software(other than the limited SCMT) that allows you to tune or change engine settings or parameters much the same way as a Diablo chip? There is no Diablo program for my code so I am thinking about trying it myself.

Nothing for a "normal" person. But, if you want to get deep into EEPROM burning & assembler level programming, I'm sure it can be done. Try an Internet search for EEC-V programming. There used to be a group of people who did their own EEC-III and EEC-IV stuff. They even had a mailing list & forum.
